The final publication presents 25 recommendations and one companion cross-government recommendation for examination. These are public proposals, not an adopted government policy.

A useful response can challenge a source, examine a proposed mechanism, identify a trade-off, or contribute experience that the publication has missed. Agreement is not the test; clearer reasoning is.
Each undertaking will have its own route from inquiry to publication. What matters is that readers can trace the evidence, understand how the work developed and respond to the substance.
