Convening & institutional memory

Samvad is not an event. It is a practice.

A recurring space for people working on Bihar’s difficult questions to examine what is true, what remains unresolved, and what deserves to be carried forward.

Why Samvad exists

A long memory.
A longer vision.

Bihar has no shortage of people working for its future. Across districts, institutions, enterprises and communities, people are confronting different parts of the same larger challenge.

Yet much of this effort remains disconnected. People who should know one another often do not. Ideas that could reinforce one another develop in isolation. Conversations begin, conclude, and are rarely revisited.

Patliputra Samvad is an attempt to build that missing connective tissue through serious inquiry, carefully structured conversation and relationships that continue beyond a single gathering.

Most convenings are built for announcement.
Samvad is built for return.

The practice

How a conversation
becomes something more.

The practice can evolve across editions. Its underlying discipline remains: ask carefully, listen to those close to the work, examine without scripting the answer, and carry the inquiry forward.

01 / QUESTION

Begin with what matters.

Frame a consequential question precisely enough to examine the actual conditions, not just familiar positions.

02 / PEOPLE

Bring people close to the work.

Make room for builders, practitioners, researchers and people living with the consequences of decisions.

03 / INQUIRY

Structure, don’t script.

Allow disagreement, uncertainty and new evidence to change what the room thinks it knows.

04 / CONTINUITY

Return to what remains.

Continue through further research, people working together, public examination or another gathering.

Edition II · 2026

Samvad Diwas.

Roots to Enterprise

22 August 2026Quad AI School of Technology and ManagementPatna, Bihar

The second edition moved from a broad thematic gathering toward two focused questions: how Bihar develops grounded problem-solvers, and whether the enterprise ecosystem it is building fits its own conditions.

Working discussions brought practitioners, founders, educators and researchers into the same inquiry, followed by a joint closing conversation. The working-room format did not unfold in every respect as originally intended; the day nevertheless created useful scrutiny, relationships and inputs for subsequent work.

Working question 01 · Vaishālī

The talent layer.

Building grounded problem-solvers

How do we build the layer of grounded problem-solvers Bihar needs?

The question begins before enterprise. How do young people learn to observe problems where they live, understand their social and physical context, and see themselves as capable of acting on them?

Its broader concerns include systems thinking, an active relationship with place, and preparing for changing forms of work.

Working question 02 · Sonepur

The startup question.

Bihar's ecosystem — an honest reckoning

Is Bihar building the right kind of ecosystem — or someone else’s, optimised for the wrong conditions?

This inquiry examines the gap between ecosystem activity and functioning enterprise, asking which problems, market structures, forms of capital and institutional reforms fit Bihar’s actual circumstances.

It was informed by prior research as well as the operating experience of participants.

Beyond the gathering

What continued
after the room?

One consequential thread runs through the work on Bihar Startup Policy 2027. Research preceded the gathering; discussion and scrutiny around Samvad Diwas helped inform further examination; a public Open Forum followed before the final recommendation publication.

Samvad Diwas was one contributing stage, not the sole source of the document. The full research, process and recommendations belong in the Public Work record.

Edition I · 2025

The first conversation.

22–23 March 2025Patna, Bihar

Patliputra Samvad began with a broader convening across enterprise, heritage, agriculture, environmental resilience, public narratives and Bihar’s economic aspirations.

Its contribution was an opening: bringing otherwise separate questions and people into a shared conversation, and establishing the intention to meet again.

Edition I — a shared starting point.

A wide exploration of Bihar's questions and the people prepared to engage them.

Edition II — a narrower examination.

More focused working questions, shaped by research and followed by further public examination. Different form, continuing intent.

Edition II · A working experiment

The language of a room.

Samvad Diwas developed working roles to distinguish responsibility within a conversation. These describe the 2026 format; they are not permanent titles required of every future edition.

Pravartak प्रवर्तक

A convener who carries the room’s question and helps move the inquiry toward greater clarity.

Sādhak साधक

A working participant contributing experience, evidence and judgment to the substantive discussion.

Sākshi साक्षी

A witness to the room’s process, observing its movement and reflecting on what emerged.

Come with a question, evidence or work.

Patliputra Samvad is not an open-mic event series. Meaningful participation begins with what you know, what you are building, the question you are trying to answer, or the responsibility you are willing to carry.
